Has Listaller something to do with Opkg?

No. The Ipkg/Opkg project use only the same file extension as Listaller for their installation files (IPK). Opkg-IPK files are based on the Debian-package structure, Listaller-IPK packages are based on XML files and ZIP/TAR-GZ archives.
If the same extension confuses too much it is possible to change it. But at time, there's no sense to do this. (And it would only create more problems)
In far, far future it is possible that Listaller fully supports Opkg packages and runs on OpenMoko phones. But at time a port is nearly impossible.
